On 19-20 November the National Anti-corruption Bureau of Ukraine was visited by Drago Kos, the Council of Europe Senior expert on specialized anti-corruption institutions management.
The visit was a part of the partnership on the Cooperation framework between the EU and the Council of Europe “Combating corruption in Ukraine” project. It included a number of meetings between Mr Kos and the NABU executives, heads of departments and divisions, consultants. The main focus of the meetings was on the key points of all areas of the Bureau's development.
At the end of his visit Drago Kos provided certain recommendations. He commended the Bureau's recruiting principles and emphasized the importance of holding regular trainings for the NABU experts.
The First Deputy Director Gizo Uglava thanked Mr Kos for his work and pointed out that the Bureau's views on the majority of issues is consistent with those of the Council of Europe representatives, in particular their views on further training for the Bureau's employees. “All detectives complete basic training course, and after they start work we identify the areas of knowledge that need improvement,” - added Gizo Uglava. He also announced that the Bureau was developing step-by-step instructions detailing all the processes for its employees – from receiving allegations to taking cases to court.
It should be reminded that Drago Kos is one of the leading experts in strategic management of specialised anti-corruption institutions. In June 2013 he was elected the Chair of the Organisation for Economic Cooperation and Development (OECD) Working group on Bribery. He is also former President of GRECO (Group of States against Corruption, the Council of Europe anti-corruption monitoring body).
