On January 12, 2018, the Detectives of the National Anti-Corruption Bureau of Ukraine (NABU) jointly with the employees of the Prosecutor General`s Office of Ukraine gave a notice of suspicion to the Deputy of the Odesa Regional Council and his alleged accomplice for offering 500 thousand USD of improper advantage to the employee of the National Anti-Corruption Bureau of Ukraine (NABU). The abovementioned persons are suspected of committing a crime under Part 3 Article 369 of the Criminal Code of Ukraine.

The funds were offered to the NABU employee for terminating arrest of accounts of a Limited liability company (LLC), which was involved in a corrupt scheme of embezzlement of funds of the budget of Odesa city.

The abovementioned funds resulted from the sale of Odesa City Hall building at inflated prices. The investigation revealed that the beneficiary of the LLC is the suspected Deputy of the Odesa Regional Council.

Currently the NABU is preparing a motion to the court to apply for a preventive measure for the suspects.

It should be reminded that the abovementioned building (part of property complex of the State Enterprise (SE) Krayan Plant) was sold for 4 million UAH in the beginning of 2016. In September 2016 the building was bought by the Odesa City Council for 185 million UAH.

The NABU Detectives started investigation of the abovementioned facts in November 2016. In terms of the investigation, the accounts of the LLC were seized in December 2016.

According to Article 62 of the Constitution of Ukraine a person is considered not-guilty in commission of crime and cannot be a subject to criminal punishment, until he or she is found guilty by the court.
