In the first six months of 2021, the economic effect of the National Bureau and the Specialized Anti-Corruption Prosecutor's Office activities reached record UAH 1.85 billion. These are funds and assets returned to state-owned enterprises voluntarily and as a result of lawsuits, confiscated by court, as well as those whose embezzlement was prevented.
Thus, in the first half of 2021, the compensation to state-owned enterprises amounted to UAH 1,108.1 million. In particular, thanks to the work of Detectives, private companies are gradually repaying debts to Ukrnafta PJSC (50%+1 share belong to the state-owned Naftogaz of Ukraine NJSC), which arose as a result of crime. During December 2020-June 2021, these companies, allegedly related to the minority shareholders of Ukrnafta, repaid more than UAH 985 million, and in total since the beginning of the NABU investigation - more than UAH 1.93 billion.
Similarly, over the past years, after a number of commercial contracts in NABU probes were considered invalid by courts, Zaporizhzhiaoblenerho PJSC (60% of shares belong to the state) collected debts for the supplied electricity. In the first half of 2021 alone, the company received over UAH 121 million (in total, over UAH 435 million).
Assets and funds to the amount of UAH 9.6 million were confiscated into the state revenue by court. Thus, in the first half of 2021, the verdicts against two persons on the forfeiture of property and money took effect. They are Starovoit Kostiantyn, the former Head of Tsentrhaz, which is part of Kirovohradhaz OJSC (51% of shares belong to Naftogaz of Ukraine NJSC), and Tselukh Anatolii, a judge of the Malynovskyi District Court of Odesa. Both were sentenced to 8 and 7 years in prison, respectively, with the confiscation of property. A car was confiscated from the ex-Tsentrhaz official, while the foreign currency in the amount exceeding EUR 10 thousand was confiscated from the judge. The court also ordered a private company to return UAH 8.6 million illegally received from Tsentrhaz.
NABU Detectives' preventive activities help avoid damages to the state budget for millions of hryvnias. In particular, during the first half of 2021, the Detectives resorted to actions that prevented the theft of some 2,700 tons of grain from the State Reserve worth more than UAH 20 million. In February-June 2021, NABU prevented the unjustified refund of almost UAH 706 million of value added tax to companies involved in a corrupt scheme for the import and customs clearance of goods in Ukraine.
However, the rest of compensation for damages will be possible only after corresponding convictions are delivered. As of today, numerous assets have been seized at the request of NABU and SAPO in more than 300 cases for future foreclosures and confiscation. In 43 cases alone sent to court in the first half of 2021, 25 real estate objects (estimated value exceeds UAH 113 million), land plots with a total area of more than 30 hectares, more than UAH 11 million, almost USD 8 million, and 10 vehicles were arrested.
