On July 26-29, 2022, the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) notified the former executives of Ukrinmash SE (a subsidiary of Ukroboronprom State Concern) of suspicion of an attempt to embezzle USD 488 thousand. The suspects are:
- the general director of Ukrinmash SE*;
- the deputy general director of Ukrinmash SE*;
- a chief specialist of the Ukrinmash contracts unit*;
- a citizen of Ukraine who assisted the Ukrinmash officials in committing the crime.
As established, in 2018, under a foreign economic contract, Ukrinmash undertook to carry out an overhaul of AL-31F aircraft engines and remote accessory gearboxes for Su-27 aircraft of the Indonesian Air Force for USD 2.8 million. In fact, the works were carried out by Lutsk Repair Plant "Motor" (a subsidiary of Ukroboronprom State Concern).
Despite the fact Ukrinmash managers carried out pre-contract arrangements and ensured the conclusion of the contract, the company's leadership signed an agency agreement with a private company which was to ensure the signing of the contract and its further fulfillment. However, no services were provided, while the certificate of completion was forged. Overall, Ukrinmash should have transferred USD 488,000 to the private company.
NABU's timely interference blocked the transaction. In 2020, the High Anti-Corruption Court seized the entire amount.
NABU and SAPO began investigating the above facts in the spring of 2020 based on their own findings. Ukroboronprom is cooperating with the detectives and contributing to the establishment of all the circumstances around the crime.
The suspected general director of Ukrinmash is accused in another case of corruption at this enterprise, which was sent to court in June 2022.

According to Article 62 of the Constitution of Ukraine, a person is considered non-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
