The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office launched 386 criminal proceedings, served 76 persons with notices of suspicion, filed 35 indictments regarding 56 persons, and refunded more than UAH 370 million. These are the results of work of Ukraine's anti-corruption agencies for the second half of 2020 that were reported by the NABU Director Artem Sytnyk and the SAPO Acting Head Maksym Hryshchuk at the briefing on February 10, 2021.
"In the second half of 2020, for the first time, NABU successfully performed a joint international special operation to expose the corruption scheme of the Ukravtodor ex-Head. We prevented the misappropriation of state-owned enterprises funds and assets worth more than UAH 52 million, and more than UAH 1 billion was returned during the pre-trial investigation. For the first time, a suspect voluntarily returned UAH 50 million to the budget at the pre-trial investigation stage,” said Artem Sytnyk.
According to the NABU Director, although the anti-corruption agencies are accustomed to working under tough conditions, in 2020 they faced new brutal attempts to interfere with their work. To illustrate the case, the NABU Director cited the decision of the Constitutional Court of Ukraine repeal certain provisions of the Law "On NABU", e-declaration and liability for submitting false data to e-declaration; the decision of the Pechersky Court of Kyiv and District Administrative Court of Kyiv to review NABU's investigative jurisdiction in high-profile cases; maring secretly decision as of transferred the criminal proceeding as of the Deputy Head of the Presidential Office from the National Bureau to the Security Service of Ukraine, without consultations with NABU and SAPO late at night.
"Such an attack on the NABU independence, as well as a sharp reaction to the convictions of the High Anti-Corruption Court show that we are on the right track. The National Bureau remains an effective, politically neutral law enforcement agency, governed exclusively by law,” stressed Artem Sytnyk.
In 2020, NABU further increased the exposure of corruption facts. The Detectives once again broke their own record, 201 persons were served with notices of suspicion (in 2019 - 153 persons). A certain decline in the investigation activity is explained by a temporary absence of the SAPO Head, who is to sign notices of suspicion to a number of officials within the NABU cases.
"We have a number of jail sentences. Most of these court decisions are currently being reviewed in appeals courts. However, three cases have already passed the appellate instance, which means the sentences have entered into force, persons have received real terms," said the SAPO Acting Head Maksym Hryshchuk.
The economic effect of the NABU and SAPO activities in 2020 exceeds UAH 1.9 billion. It includes more than UAH 1 million reimbursed to state-owned enterprises voluntarily and as a result of lawsuits, UAH 50.99 million returned by suspects to the State Budget, UAH 65.54 million of reverted bail, more than UAH 1.5 million of illegal cash compensation reimbursed by former MPs, and UAH 805.6 million of prevented damages to State interests.
