On September 13, 2018, the Detectives of the National Anti-Corruption Bureau of Ukraine under the procedural guidance of the Specialized Anti-Corruption Prosecutor's Office (SAPO) gave notice of suspicion to the Minister of Infrastructure of Ukraine of committing crimes under Part 3 Article 368-2 and Article 366-1 of the Criminal Code of Ukraine.
The investigation revealed that the abovementioned person, who has been in the civil service since 2000, received 2.17 million UAH as official income during the period from January 1, 2000 to April 26, 2018, while his expenses amounted to at least 3.45 million UAH only in the period from 2008 to April 26, 2015.
The investigation also revealed that in 2015, serving as deputy Minister of Infrastructure of Ukraine, the official took possession of the assets, the legitimacy of grounds for obtaining which was not confirmed by evidence and the value of which significantly exceeded his legal revenues.
The issue concerns a new BMW X5 (2015) and cash in the amount of 90 thousand USD and 25 thousand EUR. The total value of such assets at that time amounted to 4,230,500 UAH.
According to the NABU Detectives, the Minister of Infrastructure of Ukraine had submitted false data to e-declaration. Thus, in e-declaration for 2015, the cost of the assets owned or used, as well as expenditures, which were not declared by the Minister, was at least 3.034 million UAH, and in 2016 it exceeded 8.024 million UAH.
In his e-declarations for both years the official intentionally did not submit data on the BMW X5, which he actually owns and which was in his possession and use. The expenses for renting a house, in which the Minister and his family actually resided, were undeclared in e-declaration for 2015. A year later, the Minister did not declare the permanent use in 2016 of another country house and a land plot.
In addition, the minister submitted false data on the cost of Volvo S80 (2007), which he purchased in 2016.
Currently the NABU is preparing a motion to the court to apply for a preventive measure for the suspect.
The NABU Detectives have started the pre-trial investigation of the abovementioned facts in May 2017.

According to Article 62 of the Constitution of Ukraine a person is considered not-guilty in commission of crime and cannot be a subject to criminal punishment, until he or she is found guilty by the court.
