NABU discloses materials in KDAC case

The investigation into the attempts to seize state power, obstruct the work of the High Qualification Commission of Judges, as well as participation in a criminal organization and abuse of influence by the Сhairman and judges of the Kyiv District Administrative Court (KDAC) in collusion with a number of other persons, has been completed. On March 17, 2021, the suspects were granted access to the case materials.

The suspects include:

  • KDAC Chairman;
  • 2 KDAC Deputy Chairmen;
  • 4 KDAC judges;
  • Head of the State Judicial Administration of Ukraine;
  • 2 persons (lawyers);
  • a person.

According to the investigation, 11 persons acted within a criminal organization led by the KDAC Chairman aiming at seizing power by establishing control over the High Qualification Commission of Judges, the High Council of Justice, and intentionally impeding their work.

The NABU Detectives have established that the organization made decisions in its own interests, as well as in the interests of political elites and business circles. Watch the video with declassified materials revealing the details of the crime.

NABU has been investigating the abovementioned facts since July 2020.

It should be noted that both the NABU Detectives and SAPO Prosecutors insisted on extending the investigation expiring on March 17, 2021, as not all the examinations and other necessary investigative (procedural) actions have been carried out in full. For example, the mere volume of KDAC case exceeds 16 thousand hours. At the same time, the KDAC Chairman and judges repeatedly evaded the pre-trial process, violated procedural obligations, and hindered the completion of the investigation.


According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
