Results of the online voting for the NABU Civil Oversight Council 2019

On May 30, 2019, the online voting for the new members of the Civil Oversight Council (COC) was held by the National Anti-Corruption Bureau of Ukraine (NABU). Its results are published on the official website of the NABU, in accordance with the Regulations on the NABU Civil Oversight Council.

The COC consists of the representatives of seven non-governmental organizations (NGOs): Public Union “Movement of Veterans of Ukraine”, NGO “Civic Lustration Committee”, NGO “Democratic Axe of the Horde”, NGO “Astartes”, NGO “Xenos”, NGO “Sororitas”, NGO “Veteran Fraternity”.

Among the winners, there are 2 women and 13 men. 4 of 15 winners had been members of previous convocation of the COC: Maksym Dizhechko, Evgen Karas, Anatolii Mazur, Tetiana Lokatska and Tetiana Kozachenko.

It should be reminded that for conducting online voting open source software, which allowed users to monitor the voting process in real time, was used. In addition, during all the voting period independent observer Non-governmental organization (NGO) “Electronic Democracy” had been monitoring the voting process. They have not found the facts of artificial of overstatement of votes or other possible breaches, which could substantially affect the results.

The State Service for Special Communications and Information Protection of Ukraine has confirmed the absence of violations and facts of external interference in the results of the Internet voting on the NABU official website from 09:00 to 21:00, 30.05.2019. At the same time, the State Service for Special Communications and Information Protection of Ukraine reported that during this period 1 attempt of cyberattack was made and 23 suspicious activities were successfully blocked by hardware and software tools for filtration and protection against network threats from the State Center for Cyber Defense and counteraction to cyber threats of the State Service for Special Communications and Information Protection of Ukraine.

In accordance with the conditions of online voting for the members of the COC, the votes recorded by voting system from 09:00 to 21:00 were counted. According to the voting protocols that were published on the NABU official website, from 09:00 to 21:00, more than 28 thousand people took part in the online voting.
