
The Solomyansky District Court of Kyiv satisfied the motion filed by the Detectives of the National Anti-Corruption Bureau of Ukraine (NABU) and seized the integral property complexes of the combined heat and power plants (CHP) of Novyj Rozdil and of Novoyavorivsk. It should be reminded that the NABU Detectives conduct the investigation as of the facts of 300 million cubic meters’ embezzlement of natural gas of National Joint-Stock Company (NJSC) Naftogaz of Ukraine. According to the court decision, this integral property complexes were transferred to the National Agency of Ukraine for finding, tracing and management of assets (ARMA). This was stated by the NABU Director Artem Sytnyk and the ARMA Head Anton Yanchuk at the briefing which took place on August 2, 2018.«Novoyavorivska and Novorozdolska CHPs (located in Lviv region) during 2013-2015 received gas at prices significantly lower than market prices for allegedly needs of the citizens. However, Novoyavorivska and Novorozdolska CHPs received gas in volumes which exceeded ten times the real needs of cities. As a result, the State suffered losses in the amount more than 1.4 billion UAH», Artem Sytnyk said.
According to him, annual real demand of gas for Novyj Rozdil and Novoyavorivsk are 10-12 million cubic meters. However, both of the CHP requested from the NJSC Naftogaz of Ukraine for 40-70 million cubic meters of gas supposedly for making heat energy for the citizens. The excess volumes of obtained gas were used to generate electricity which was sold to the State Enterprise Energorynok. The electricity price was determined on the basis of the cost price of electricity produced from gas at market price.
During the period of the scheme (2013-2015), according to the investigation, two plants received 2.6 billion UAH for the electricity, while its cost actually amounted to 1.2 billion UAH. The investigation revealed that the funds were transferred to companies controlled by the plants owners. One of this companies was the «KRT Corporation» (owned by two Members of Parliament of Ukraine).
«A number of investigative actions was conducted and now the investigation is almost completed. Despite of this, the corruption scheme continues to operate. Moreover, in framework of the investigation, the NABU Detectives have seen many similar schemes. Companies at their discretion set the volume of gas to be received from Naftogaz of Ukraine. No one controls how they use this gas. There is no authority in Ukraine that control this process. So, this is the condition that contributes to the implementing of such corruption scheme, and nothing has been done to eliminate it. Therefore, I wrote a letter to the Prime Minister of Ukraine regarding the issue of eliminating this problem», Artem Sytnyk said.
Anton Yanchuk supported Artem Sytnyk's position on this matter.
«The NABU and the ARMA can’t solve this problem on their own. Therefore, we need the synergy of all interested professional institutions, which implement and shape the rules in the energy market», stressed the ARMA Нead Anton Yanchuk.
According to Anton Yanchuk, the ARMA management rights for these two companies are already registered. Consultations with interested professional authorities have started. In the near future the ARMA will start a selection process of executives.
