On Nov. 21, 2022, NABU and SAPO, together with NPU's Strategic Investigations Department in the Zhytomyr region, notified the former director and deputy director of the Zhytomyr Armored Plant of suspicion of embezzling plant's property worth more than UAH 4.5 million. Their actions fall under Part 5 Art. 191 of the Criminal Code of Ukraine.
As established, in the fall of 2014, the suspects illegally deconserved the property of the State Reserve Agency of Ukraine, namely 20 armored vehicle engines. The hardware was then removed from the mobilization reserve and used by the suspects at their own discretion. These actions were taken amid the acute shortage of military equipment during russia's military invasion of Ukraine.
According to Article 62 of the Constitution of Ukraine, a person is considered non-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
