The Draft Law No. 2237 regarding abolition of the parliamentary immunity will reduce the effectiveness of the investigation of crimes committed with the participation of existing Members of Parliament (MPs). The Verkhovna Rada of Ukraine passed the Draft Law on December 18, 2019. Some of adopted norms may lead to procedural problems at the beginning of the investigation and allow MPs to avoid responsibility.
The signing of the Law №6232 by the President of Ukraine will lead to collapse of the National Anti-Corruption Bureau of Ukraine (NABU) work as well as the work of other law enforcement agencies. It will also paralyze the judicial system of Ukraine.
According to the Law of Ukraine “On the National Anti-corruption Bureau of Ukraine” and the Criminal Procedure Code of Ukraine, only high officials authorized to perform state functions or local government functions, in particular former President of Ukraine, are within the jurisdiction of the National Anti-corruption Bureau of Ukraine.
The NABU Special Operations Department employees took an oath to the people of Ukraine in the presence of the President Petro Poroshenko and the NABU Director Artem Sytnyk.
Being conscious of high responsibility, the special operations unit members swore to abide by the Constitution and laws of Ukraine, to respect and protect human and civil rights, liberties and legitimate interests and state honour, to be honest, diligent and disciplined, to keep the state secrets and other secrets protected by the law.
