Defense Ministry official exposed in military housing construction scheme
NABU and SAPO, together with the National Police, have served a notice of suspicion to the acting head of one of the Central Territorial Directorates of the Ministry of Defense of Ukraine for receiving an undue advantage from a Kyiv-based property developer.
According to the investigation, the official offered to secure the developer’s victory in a tender for the construction of an apartment building for military personnel in the Sviatoshynskyi district of Kyiv.
To implement the plan, he involved other individuals and valued his “services” at USD 1.3 million.
The money was to be transferred in three installments via bank safe deposit boxes:
- USD 100,000 — after the start of the tender;
- USD 400,000 — upon signing the construction contract;
- USD 800,000 — after completion of the first phase of construction.
After the tender was announced, the developer proposed reducing the total amount to USD 1 million and provided the first installment.
In June 2025, the accomplices were caught immediately after receiving part of the funds. The collected evidence provided grounds to serve the official himself with a notice of suspicion.
Qualification: Part 4 of Article 368 of the Criminal Code of Ukraine (receipt of an undue advantage in an especially large amount).
According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
