Two suspected of embezzling UAH 10.3 million from Vinnytsiaoblvodokanal (PHOTO)
On 16 October 2023, the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor's Office, in collaboration with the Security Service of Ukraine, announced suspicions against the former director and the current head of the capital construction department of the municipal enterprise "Vinnytsiaoblvodokanal". Both are charged with embezzling funds on an especially large scale.
As established, the former director of the municipal enterprise, in conspiracy with the head of the capital construction department, facilitated the signing of a contract for the repair of the sewage system in Vinnytsia. The contractor subsequently purchased the necessary equipment through a controlled company with a nearly 2.6-fold artificial price increase. Furthermore, the cost of such equipment was approved by the customer without proper price determination and justification procedure.
As a result, the municipal enterprise paid UAH 10.3 million more than the actual market value for such services.
Qualification of the suspects' actions: Part 5 Article 191 of the Criminal Code of Ukraine.
According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
