Two regional council deputies caught offering USD 100,000 for medical scam
NABU and SAPO, in cooperation with the SSU, exposed two deputies of the Sumy Regional Council, one being the chief physician of a local hospital, who planned to bribe a representative of the city administration.
USD 100,000 was offered to the head of the Sumy City Military Administration for merging the hospital with another medical institution, as well as for appointing one of the deputies as the chief physician.
Additionally, the deputies offered providing the official with 10-20% of the budget funding allocated for the newly established hospital.
The deputies were detained red-handed during the transfer of the first installment of USD 50,000.
According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
