370 new investigations, 115 suspects, 54 convictions: NABU and SAPO’s results in the first half of 2025
The first half of 2025 was marked by a series of high-profile cases investigated by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO), particularly in the defence, land and medical sectors. The focus, as in previous periods, remained on uncovering high-level corruption under conditions of full-scale aggression by the russian federation.
For the first time in NABU and SAPO history, an acting Deputy Prime Minister of Ukraine has been implicated in a corruption case. He is suspected of receiving an undue advantage in the form of a discount on real estate.
A former Deputy Head of the Office of the President has been charged with bribery and money laundering. He had previously been notified of suspicion of illicit enrichment. The investigation of all episodes of the case has been completed.
A unique operation, “Clean City,” was conducted to neutralize a criminal organization that controlled the decision-making process around land allocation in Kyiv. Among the 10 suspects is a well-known former member of the Kyiv City Council, who allegedly influenced key appointments and budgetary decisions.
Two major schemes were uncovered at the Ministry of Defense of Ukraine. The first involved the purchase of overpriced food supplies for the military, causing losses to the state of over UAH 733 million. The second involved the embezzlement of UAH 246 million during the development of the Armed Forces’ automated command system, DZVIN.
A criminal group of judges and lawyers was dismantled for facilitating, in exchange for bribes, the illegal departure of military-age men from Ukraine and helping them obtain deferments from mobilization.
In efforts to prevent information leaks, a group was exposed for illegally accessing the restricted section of the Unified State Register of Court Decisions and leaking data on ongoing investigations.
Overall results for the first half of 2025:
- 370 new investigations launched
- 115 individuals received notices of suspicion
- 69 indictments filed
- 154 individuals brought to trial
- 62 individuals convicted in NABU/SAPO cases
The estimated economic effect of NABU and SAPO’s activities during this period exceeded UAH 1.5 billion, including:
- UAH 249 million directed to army needs
- UAH 685 million reimbursed to the state (totaling UAH 10.7 billion as of June 30, 2025)
- UAH 512+ million confiscated into state revenue
- UAH 84 million worth of assets protected from misappropriation
