Military housing corruption: former defense ministry official receives new suspicion
NABU and SAPO exposed a former acting head of one of the Central Territorial Directorates of the Ministry of Defense of Ukraine for soliciting an undue benefit in exchange for taking actions in the interests of a Kyiv-based developer. This marks his second suspicion from the anti-corruption authorities.
According to the investigation, in June 2024, the suspect offered to organize and secure the developer’s victory in a tender for the construction of a residential complex for servicemembers and their families in one of Kyiv’s districts.
He valued his "services" at USD 1.1 million.
Later, the suspect agreed to reduce the amount to USD 690,000. To initiate the tender procedure, the official demanded an initial payment of USD 100,000.
In August 2025, NABU and SAPO already served this official with a suspicion for committing similar actions involving another developer.
At that time, he requested USD 1.3 million. Together with accomplices, he received USD 100,000, after which they were exposed.
The actions of the suspect fall under Part 4 of Article 368 of the Criminal Code of Ukraine.
The investigation is ongoing.
According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
