Legalization and non-declaration of assets: state road maintenance enterprise head suspected

NABU and SAPO have charged the director of a state enterprise overseeing road maintenance in the Poltava region with legalization (laundering) of illegally obtained assets and filing false asset declarations. 

According to the investigation, between 2020 and 2023, the suspect acquired real estate, vehicles, property rights, and cryptocurrency totaling UAH 35.8 million.

The property in question is:

  • a residential building (200.3 sq. m.) with a garage, a guard house, an outbuilding and a swimming pool in the suburbs of Poltava worth UAH 13.7 million;
  • a land plot (40 acres) under the house worth UAH 1.7 million;
  • an apartment (over 100 square meters) worth UAH 3.2 million in Poltava;
  • property rights to six apartments in new buildings in Poltava with a total value of UAH 7.7 million;
  • 73 agricultural land plots with a total area of 146 hectares in the Poltava region;
  • a jet ski with a trailer for it;
  • various types of cryptocurrency equivalent to USD 180 thousand (UAH 6.6 million at the time of the crime).

The acquisition of these assets became possible in connection with the suspect's criminal activities in public office, such as solicitation of undue advantage, abuse of power, and embezzlement. In particular, in 2022, NABU notified him of suspicion of abusing official position and misusing budget funds.

To obscure the assets and their origin, the official registered all holdings, excluding cryptocurrency, under the names of close persons whose legitimate income was insufficient to justify such purchases. The cryptocurrency, however, remained under his own control but was never disclosed in official declarations.

During the investigation, the High Anti-Corruption Court ordered the seizure of the official's movable and immovable property, as well as the rights to real estate.

His actions fall under Part 3 Art. 209, Part 2 Art. 366-2 of the Criminal Code of Ukraine.

According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
