NABU gave a notice of suspicion to ex-First Deputy Head of the Migration Service
On December 19, 2019, the Detectives of the National Anti-Corruption Bureau of Ukraine (NABU) under the procedural guidance of the prosecutors of the Specialized Anti-Corruption Prosecutor`s Office (SAPO) gave a notice of suspicion to the ex-First Deputy Head of the State Migration Service of Ukraine (SMSU) on receiving an improper advantage.
The actions of the suspect are qualified under Part 4 Article 368 (Accepting an offer, promise or receiving an improper advantage by an official who occupies a responsible position) of the Criminal Code of Ukraine.
The investigation revealed that in June 2017 the SMSU official demanded USD 1800 of improper advantage for providing to citizen of Vietnam certificate for temporary residence in Ukraine for one year with the possibility of extending up to three years.
In addition, the investigation revealed that she proposed to organize obtaining the Ukrainian citizenship for citizen of Iran. She offered to forge documents about relative connections of this person in Ukraine and confirm the citizenship of Ukraine.
This would allow a foreign citizen to obtain a passport of a citizen of Ukraine and a passport for traveling abroad. In this case, the official demanded an improper advantage in the amount of USD 30,000.
The NABU Detectives started a pre-trial investigation as of the abovementioned facts in November 2017.
It should be noted that in November 2017, Security Service of Ukraine and the General Prosecutor`s Office illegally interfered with an undercover special operation of the NABU aimed at identifying members of an organized criminal group in the State Migration Service of Ukraine. In November 2017, the SSU and the GPO conducted searches at the NABU's secret addresses, the place of residence of undercover investigators and their managers. Three of the NABU employees received notices of suspicion of committing serious crimes, which later were closed by the prosecutor.
