Ex-First Deputy Secretary of the National Security and Defence Council of Ukraine was given a notice of suspicion

On October 18, 2019, the Former First Deputy Secretary of the National Security and Defence Council of Ukraine (NSDC), detained by the NABU Detectives on October 17, was given a notice of suspicion. He is suspected of abuse of office and non-declaration of income. The actions of the suspect are qualified under Part 2 Article 364 and Article 366-1 of the Criminal Code of Ukraine. The notice of suspicion was signed by the SAPO Head.

The investigation revealed that the ex-official had abused his official post contrary to the interests of the state in order to obtain improper advantage by the PJSC “Automobile Company Bohdan Motors” (the suspect is beneficiary owner). In particular, the investigation believes that the ex-First Deputy Secretary of the NSDC ensured the inclusion in the state defence order and the subsequent purchase by the state budget of off-road trucks MAZ 6317 (Bogdan 6317) at the inflated prices from the subsidiary enterprise “Car assembly plant No2”, which is part of the PJSC “Automobile Company Bohdan Motors”. Because of such actions, the state suffered more than 10.62 mln UAH of losses.

In addition, the NABU Detectives found that the Former official did not declare his wife’s income received from her rental of elite real estate in the centre of Kyiv, about which he was reliably aware. It is about incomes in the amount of 54 thousand USD (2016), 63 thousand USD (for 2017) and 47.5 thousand USD (for 2018).

Currently, the NABU is preparing a motion to the court to apply for a preventive measure for the suspect.

According to Article 62 of the Constitution of Ukraine a person is considered not-guilty in commission of crime and cannot be a subject to criminal punishment, until he or she is found guilty by the court.
