NABU completed investigation as of the facts of corruption in National Police of Odesa Oblast

The Detectives of the National Anti-Corruption Bureau of Ukraine (NABU) under the procedural guidance of the Prosecutors of the Specialized Anti-Corruption Prosecutor`s Office (SAPO) completed a pre-trial investigation as of the facts of misappropriation of a large batch of tobacco products, seized from illegal turnover. On July 20, 2020, the suspects and their defense had been granted with access to the materials of the investigation. 

The investigation revealed that two Heads of private companies upon prior conspiracy with the ex-Heads of the National Police of Ukraine in Odesa Oblast in 2018 illegally embezzled a large batch of counterfeit tobacco products. These goods were evidence in criminal proceeding, investigated by the National Police of Ukraine in Odesa Oblast. According to the results of the examinations, the value of such a party of these goods in the volume of seven sea containers exceeds more than UAH 13 million.

The pre-trial investigation as of the abovementioned facts is carried out from summer 2018 by the NABU Detectives. The Department of Internal Security of the National Police of Ukraine assisted NABU and SAPO in exposing the crime.

On July 25, 2019, the abovementioned officials were given notices of suspicion of committing crimes under Part 5 Article 191 of the Criminal Code of Ukraine (“Misappropriation, embezzlement or conversion of property by abuse of official position”).

On July 20, 2020, the ex-official of the National Police of Ukraine in Odesa Oblast was given a notice of suspicion of submitting false data to e-declarations.

The investigation revealed that the ex-Head of the National Police of Ukraine in Odesa Oblast did not submit data on an apartment in Kyiv with a total area of over 100 sq.m. in the declaration for 2018. In addition, he did not submit data on the wife's ownership of securities worth about UAH 1 million.

His ex-First Deputy did not submit data  about real estate owned by his ex-wife (land and garden houses with a total area of over 400 sq. m. in Odesa Oblast, an apartment in Odesa with a total area of over 60 sq. m.) in the declarations for 2016-2018. He also did not submit data on one more apartment in  Odesa, with a total area of over 290 square meters owned by him.
