NABU terminated five-year corruption scheme at the Boryspil International Airport
NABU and SAPO exposed a corruption scheme of illegal disposal of the property of the “Boryspil International Airport” State Enterprise (hereinafter — Boryspil International Airport), which resulted in causing more than UAH 16.5 million losses to the State Enterprise. On September 7, 2020, the former SE Head and the Head of the Lease Relations Service were given notices of suspicion. The actions of the suspects are qualified under Part 2 Article 364 ("Abuse of authority or office").
As the investigation revealed, from 2014 until 2019, the officials of the Boryspil International Airport illegally transferred premises to business entities at a reduced prices on the basis of concluded preliminary lease agreements. Under two illegal contracts, the amount of damages caused to the Boryspil International Airport exceeds UAH 16.5 million. As the property belongs to the Ministry of Infrastructure of Ukraine, only the State Property Fund of Ukraine has the right to lease it under the relevant tender procedure.
According to the investigation, the officials of the Boryspil International Airport stopped concluding previous illegal agreements in the interests of representatives of business entities only after receiving recommendations from the National Bureau in 2019 on eliminating the causes and conditions conducive to the commission of a criminal offense.
The investigation as of these facts has been started in June 2019. NABU and SAPO continue to investigate other episodes.
