NABU completed the pre-trial investigation as of the facts of embezzlement of funds intended for IDPs

On December 19, 2018, the Detectives of the National Anti-Corruption Bureau of Ukraine (NABU) under the procedural guidance of the Prosecutors of the Specialized Anti-Corruption Prosecutor's Office (SAPO) completed a pre-trial investigation of the facts as of the Head of the Service for Children and Families of the Kyiv Regional State Administration. He is suspected of committing a crime under Part 2 Article 364 of the Criminal Code of Ukraine.

 

The investigation revealed that the Delegation of the European Union to Ukraine provided a grant of more than 1.85 million EUR for implementation measures for the temporary accommodation and resettlement of internally displaced persons (IDPs). The Service for Children and Families of the Kyiv Regional State Administration had to provide social building for internally displaced families with children in the Kyiv Region at the expense of these funds.

The official of the Kyiv Regional State Administration, knowing that the property he selected was privately owned, signed a grant agreement. Then he signed a number of agreements for the capital repair of this building at the expense of the funds allocated by the European Union.

In October 2016, based on the materials of the Department of Economic Security of the National Police of Ukraine, the Prosecutor's Office of Boryspil started the investigation of the abovementioned facts.

In December 2017, the prosecutors of the Prosecutor General's Office of Ukraine gave a notice of suspicion to the official of the Kyiv Regional State Administration.

In January 2018, the pre-trial investigation was entrusted to the NABU in accordance with the competence. Within the pre-trial investigation the NABU Detectives initiated an inventory of the assets of the Service for Children and Families of the Kyiv Regional State Administration. Due to the NABU efforts, losses totaling more than 7 million UAH were refunded (the building was returned to municipal/state property).
