Ukrainians consider the NABU to be the most effective agency in the fight against corruption

Most of the surveyed Ukrainian citizens consider the National Anti-Corruption Bureau of Ukraine (NABU) to be the most effective state agency in the fight against corruption. These are results of the National Omnibus, conducted in October 2018 by the Active Group Research and Communication Center.In particular, 31.7% of the polled citizens believe that among the state agencies, the NABU is the best performing anti-corruption function. Positive indicators of other agencies of the law-enforcement system are considerably lower: the Security Service of Ukraine – 14.9%, the General Prosecutor`s Office of Ukraine – 16%, the Specialized Anti-Corruption Prosecutor’s Office – 12.3%, Ministry of Internal Affairs of Ukraine – 6.7%. At the same time, 76.1% of citizens noted that the fight against corruption in Ukraine is generally unsuccessful.

Apparently, such results are an impact of the absence of sentences in cases as of corrupt officials and the non-return of seized funds in terms of the investigations to the state budget. The NABU is convinced that after the High Anti-Corruption Court start its work final decisions will be made in proceedings as of corruption crimes regarding top-officials, and seized funds and property will be returned to the state income.

It should be reminded that as of October 30, 2018, only in 35 proceedings court decisions passed. Most of them are based on plea bargain agreements with minor participants in corruption schemes. With that, almost fifty cases sent to the court are not considered.

Poll "National Omnibus" was conducted on October 5-7, 2018, throughout the territory of Ukraine (except for the occupied territories) by the Active Group Research and Communication Center. The sample of 2253 respondents was representative by gender and age.
