NABU exposed corruption scheme of 149 million UAH public funds embezzlement in Ministry of Defense. Among the detainees is the Deputy Minister
The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have exposed the corruption scheme of 149 million UAH public funds embezzlement during the purchase of fuel for the Ministry of Defense of Ukraine. On October 11, 2017, the NABU Detectives under the procedural guidance of the SAPO prosecutors conducted a number of searches. As a result, two persons – the Deputy Minister of Defense of Ukraine and the Director of the Department of State Procurement and Supply of Material Resources of the Ministry of Defense were detained on suspicion of involvement in the crime.
The investigation revealed that in early 2016, the tender committee of the Ministry of Defense organized an open bidding procedure for the purchase of liquid fuel. As a result, on April 26, 2016, the committee approved the proposals of one of the bidders (as most economically profitable) on 14 lots. On May 13 and May 18, 2016, the Ministry of Defense and the winner of the bidding signed 14 contracts for the supply of fuel for special purpose vehicles at the expense of the state budget for a total amount of more than 1 billion UAH.
According to the pre-trial investigation, in June-August 2016, the customer and the supplier without any legal grounds concluded a number of additional agreements for amending the contracts for the procurement of goods for public funds, according to which the price per unit of goods was unreasonably increased by an average of 16% of the initial price. As a result, 149.339 million UAH public funds were transferred unreasonably and illegally in favor of the supplier.
On November 11, 2017, the officials of Ministry of Defense of Ukraine were given notices of suspicion for committing a crime under Part 5 Article 191 of the Criminal Code of Ukraine («Misappropriation, embezzlement or conversion of property by abuse of official position»).
The NABU Detectives started the pre-trial investigation of abovementioned facts in September 2016.
