Five suspected of embezzling UAH 100 mln from Energoatom

On Oct. 25, 2023, NABU and SAPO notified five persons who were part of an organized group of suspicion of causing almost UAH 100 million in losses to the State Enterprise NNEGC Energoatom.

The suspects are:
• the general director of a separate subdivision of Energoatom;
• the head of the Estimates and Contracts Department of a separate subdivision of Energoatom; 
• the director of a private company, his deputy and an employee of the company's legal department.

As established, in 2017-2020, construction of the Centralized Spent Nuclear Fuel Storage Facility was in progress for Energoatom needs. In 2020, due to project adjustments, a need to procure services for its completion emerged. In December of the same year, a contract for the completion of the storage facility construction was concluded between Energoatom's subsidiary Atomprojectengineering and a private company bypassing open tender. With the aim of misappropriating Energoatom's funds, additional agreements tripled the initial contract price from UAH 421 million to UAH 1.497 billion and added as a special condition the procurement of equipment for the radiation control system. The contractor company purchased the equipment at market value and later, in 2021, sold it to Energoatom for three times the price.

As a result of these actions, Energoatom overpaid almost UAH 100 million.

The actions of the suspects fall under Part 5 Art. 191 of the Criminal Code of Ukraine.

The investigation is ongoing.

According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
