Illegal draft deferments: SBU employee exposed

NABU and SAPO have served a notice of suspicion on an employee of the Security Service of Ukraine (SBU) for organizing a scheme to illegally secure military draft deferments for conscripts.

As established, the suspect, along with an accomplice and the director of a company designated as “critically important,” organized the fictitious employment of individuals subject to military conscription, followed by the processing of their draft deferments.

In reality, these individuals performed no work duties and had to return their accrued wages to the scheme's participants, both in cash and crypto assets.

The investigation has documented several episodes of illegal draft deferments. The total amount of bribes received reached nearly UAH 1 million.

Furthermore, the SBU employee is suspected of laundering more than UAH 18.4 million. The funds were used to purchase real estate, a plot of land, and a vehicle, and were also deposited into a bank account.

The suspects' actions fall under Part 3 Article 368, Part 3 Article 27, Part 2 Article 28, Part 1 Article 114-1, and Part 2 Article 209 of the Criminal Code of Ukraine.

Notably, the accomplice is also suspected of illegally acquiring and using special technical means to obtain information covertly (Part 2 Article 359 of the Criminal Code of Ukraine). According to the investigation, he was involved in installing the devices discovered in late 2025 in the apartment of the head of a NABU detective unit investigating defense sector corruption.
