10 notices of suspicion, 24 indictments sent to court – NABU, SAPO results in November 2021

The NABU Detectives have started pre-trial investigations in 51 criminal proceedings, notified 10 persons of suspicion, and filed 8 indictments against 24 persons. These are the results of NABU’s work in November 2021. The following persons were given notices of suspicion:

• the former head of a department of the State Judicial Administration of Ukraine and his accomplice suspected of embezzling almost UAH 51 million while purchasing equipment for court hearings and videoconferencing;
• the acting director of the State Enterprise "Okhtyrsky Bakery Combine" of the State Reserve Agency of Ukraine suspected of the embezzlement of grain worth over UAH 3.2 million;
• an active Verkhovna Rada MP (VIII and IX convocations) suspected of misstatements in his 2020 e-declaration;
• a judge of the Chernihiv District Administrative Court caught accepting a USD 20 thousand bribe;
• the former Head of the Property Relations Department of the Odesa Regional Council charged with abuse of power resulting in UAH 80 million losses to the city.

NABU completed investigations of:

• an ex-official of the Foreign Intelligence Service of Ukraine;
• the officials of the State Reserve Agency of Ukraine in Sumy region suspected of possible theft of grain worth over UAH 3.2 million.

In November, the following persons were put on trial:

• a judge of the Sumy Region Commercial Court charged with accepting an undue benefit of USD 4 thousand;
• an ex-judge of the Dniprovskyi District Court of Kyiv who demanded and received USD 150 thousand of improper advantage;
• the Director of one of Kharkiv's utility companies accused of abuse of office which caused almost UAH 1 million losses to the territorial community;
• eight persons charged with inflicting UAH 51.17 million in losses on three state-owned coal mining companies;
• seven persons accused of embezzling the National Guard of Ukraine's UAH 81.64 million.

In addition, amendments to the Law of Ukraine "On the National Anti-Corruption Bureau of Ukraine", which took effect on Nov. 10, 2021, eliminate legal controversies provoked by the decision of the Constitutional Court of Ukraine to declare certain provisions of the Law unconstitutional. NABU has become a central executive body with a special status and continues to operate in normal mode.

According to Article 62 of the Constitution of Ukraine, a person is considered non-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
