On Feb. 10, 2022, the deputy of the Kyiv City Council (chairman of one of the standing commissions of the Kyiv City Council), who was exposed by NABU and SAPO receiving UAH 1.39 million in undue benefit, was served with a suspicion notice signed by the Prosecutor General. Other persons exposed on Feb. 9, 2022 were served with charges as well.

They are:

  • the deputy of the Kyiv City Council (chairman of a standing commission of the Kyiv City Council);
  • a deputy aide;
  • the director of a utility company;
  • a deputy director of a utility company;
  • a deputy director of a utility company;
  • a person close to the deputy.

The court will soon decide on measures of restraint for the suspects.

As established, the deputy, in collusion with a group of people, including the leadership of capital's utility companies, organized a scheme of getting undue benefits for ensuring the victory in a tender for placing seasonal mobile kiosks of predetermined companies.

The tender was organized by a utility company dealing with the city's improvement and influenced by the deputy. As the chairman of the commission, the deputy could initiate decisions on either removing outlets or sanctioning their unhampered work.

The investigation had been documenting the criminal activities of the group for almost a year. NABU Detectives recorded negotiations on seven locations in different districts of the capital (Darnytskyi, Dniprovskyi, Shevchenkivskyi, etc.) and the transfer of a UAH 1.39 million bribe in two tranches. During the receipt of the second tranche - UAH 1.26 million, the participants in the scheme were exposed red-handed. The deputy of the Kyiv City Council and other officials were detained in accordance with Art. 208 of the Criminal Procedure Code of Ukraine.

The investigation is ongoing.
