Team's capacity development and innovations increase the efficiency of the NABU investigations
The National Bureau try to be at the forefront of the development and implementation of innovations in criminal justice, so we expect the launch of the eCase Management System in the nearest future. This was stated by Gizo Uglava, the First Deputy Director of the National Anti-Corruption Bureau of Ukraine, at the conference “JustConf Ukraine”, which took place on September 24, 2020. At the conference, experts and practitioners shared modern solutions in the field of criminal justice, which make possible increasing the efficiency of pre-trial investigations and protecting of human rights.
One of such solutions is the implementation of the Criminal Investigation Standards — common rules for investigators, prosecutors and judges. The National Bureau ready to implement Standards in its activities, because they increase the efficiency of the pre-trial investigations, protect evidence from loss, and Detectives from mistakes. The Head of the NABU Detectives Unit Denys Gulmagomedov stressed that at the presentation of the Criminal Investigation Standards.
“The Standards consolidates the ideas of various participants about what the process should be and what its true goal is, because the criminal procedure is not intended to serve the defence or prosecution, but the interests of society,” Denys said. He also presented the Criminal Investigation Standards mobile application for iOS (https://apple.co/2YQWoFK) and Android (https://bit.ly/3juBxjn).
Taras Filonenko, the Deputy Head of the NABU Detectives Department, talked about the value of investing resources in interrogation: “Interrogation requires changes, and we have found an alternative — an investigative interview, which allows to effectively obtain information and eliminate pressure on a person. The introduction of these reforms should take place systematically: through training of employees, support for implementation by law enforcement agencies, and legislative amendments,” Taras said. He presented the first results of the implementation of this technique at the National Bureau at the conference "Just Talk" on July 9, 2020.
“Interrogation is one of the most important investigative actions, especially within the investigation of economic crimes. Testimony given by witnesses cannot be found in documents or telephone calls. Therefore, in NABU we pay special attention to the implementation of the investigative interview methodology,” Gizo Uglava summed up.
