Officer of the State Security Service of Ukraine detained and notified of suspicion

On April 25, 2018, the Officer of the Main  Office of the State Security Service of Ukraine in the City of Kyiv and Kyivska Oblast (SSU) was given a notice of suspicion of committing a crime under Part 4, Article 368 of the Criminal Code of Ukraine.

He was exposed on receiving an improper advantage in the amount of 47.5 thousand USD.

The intermediary (who acted in transferring of funds) was also given a notice of suspicion. The abovementioned person is suspected of committing a crime under Part 5 Article 27, Part 4 Article 368 of the Criminal Code of Ukraine.

The investigation revealed that the SSU officer received funds for not bringing to criminal liability persons who could have got  permits for residence  in Ukraine illegally. The investigation also revealed that the suspect had the information about the receiving by some foreigners the  residence permits in Ukraine through the fictitious marriages with Ukrainian citizens. Access to such data provided opportunities for blackmail and extortion an improper advantage. For investigation of these facts could lead to the deportation of the abovementioned persons from the territory of Ukraine.

"This person took about 3 thousand USD from everyone who is in Ukraine on the basis of fake documents", said at the briefing the NABU Director Artem Sytnyk.

He noted that the detention of the SSU official took place within the framework of the NABU investigation of the corrupt facts in the sphere of the migration policy. Artem Sytnyk reminded that the disclosure of these abuses was the object of the undercover operation conducted by the NABU, which was disrupted in November 2017 due to the actions of the Prosecutor General's Office of Ukraine and the Security Service of Ukraine. Despite this the NABU Detective continued the investigation.

"If someone thought that the Second Detective Unit of the NABU where the undercover agents work, had been ruined (as a result of the disrupted undercover operation of the NABU to identify an organized criminal group consisting of the current and former officials of the State Migration Service of Ukraine), this is not true. It continues working and the last detention is the continuation of the previous operation," the NABU Director said.

According to the investigation the suspects could act as a part of a criminal group.

According to the results of a search in the car of the SSU official the subject of an improper advantage, the documents which has value for the criminal proceeding, cartridges for the rifled weapons and the substance similar to drugs were detected and seized. 

According to Article 62 of the Constitution of Ukraine a person is considered not-guilty in commission of crime and cannot be a subject to criminal punishment, until he or she is found guilty by the court.
