"Okhmatdyt Hospital" case: investigation completed

The Detectives of the National Anti-Corruption Bureau of Ukraine (NABU) under the procedural guidance of the Specialized Anti-Corruption Prosecutor`s Office (SAPO) have completed a pre-trial investigation into the scheme resulting in the loss of UAH 30 million by the State. Those funds were allocated for the construction of a new building of the National Children's Specialized Hospital “Okhmatdyt”. On April 9 2021, two suspects and their defence were granted access to the case materials.

The suspects are:

  • the ex-director of the state enterprise “Ukrmedproektbud” (whose actions fall under Part 2 Article 28, Part 2 Article 364, Part 2 Article 28, Part 1 Article 366 of the Criminal Code of Ukraine);
  • the head of a private enterprise-general contractor and a company that was supposed to supply equipment to the hospital (Part 5 Article 27, Part 2 Article 28, Part 2 Article 364, Part 2 Article 28, Part 1 Article 366 of the Criminal Code of Ukraine).

One more suspect in the case is wanted, the procedure of launching a special investigation in respect of him is in progress.

The investigation has revealed that in 2013 the suspects colluded to fabricate documents that allegedly confirmed the supply of engineering and technical equipment for a new “Okhmatdyt” building. In fact, the equipment was not supplied, while the private enterprise-general contractor received funds as if the equipment had been delivered. As a result, the State lost UAH 30 million.

On May 2020, NABU and SAPO notified the three persons of suspicion.

NABU started the investigation into the abovementioned facts in September 2016 after receiving materials from the National Police of Ukraine.

According to Article 62 of the Constitution of Ukraine, a person is considered not-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
