Operation "Midas": сase materials disclosed
NABU and SAPO have completed the pre-trial investigation into a high-level criminal organization whose members established a large-scale corruption scheme to influence the activities of strategic state-owned enterprises – specifically JSC "NNEGC "Energoatom" – to obtain illicit benefits and launder money.
According to the investigation, the members of the group systematically received illicit benefits from Energoatom's contractors and enterprises under the management of the Ministry of Energy, amounting to 10% to 15% of the contract value.
The legalization of the ill-gotten funds was entrusted to a separate office of the criminal organization.
The investigation established that the cash funds accumulated and transferred to this office from the energy sector between 2020 and 2025 exceeded USD 111 million and EUR 12 million. Detectives also uncovered evidence of the criminal organization obtaining funds from other sources.
Various financial instruments were used to launder the funds, including cryptocurrency, securities, and a foreign investment fund.
During the investigation, NABU and SAPO took measures to seize the assets of the criminal organization both in Ukraine and abroad.
Efforts to trace and seize the assets of the criminal organization will continue.
A number of separate criminal proceedings have been split off from the case files, in which investigations into the offering and receipt of illicit benefits in the energy sector, as well as money laundering in the interests of other individuals, are ongoing.
As reported, in November 2025, NABU and SAPO exposed a high-level criminal organization operating in the energy sector. Subsequently, a former Deputy Prime Minister and a former Minister of Energy of Ukraine were also added to the list of suspects.
