360 new cases, 107 suspects, 76 convicted — NABU & SAPO results for H1 2026
In the first half of 2026, NABU and SAPO maintained a high pace of countering high-level corruption. The reporting period was marked by a series of high-profile exposures in the energy and defense sectors, as well as among high-ranking officials.
Among them are the former head of the Office of the President, his ex-deputy, and the former minister of energy of Ukraine.
NABU concentrated its efforts on key top- corruption areas, especially within the defense sector. We made a point of bringing to light the corruption that is happening right now.
107 individuals were served with notices of suspicion
The former head of the Office of the President was served with a notice of suspicion for laundering more than UAH 460 million, part of which, according to the investigation, was obtained through the so-called "barrier" scheme at Energoatom, Ukraine’s largest power producer. NABU and SAPO exposed this scheme in November 2025.
Later, as part of this proceeding, the former minister of energy of Ukraine was served with a notice of suspicion for money laundering and participation in a criminal organization.
The former deputy head of the Office of the President was suspected of misappropriating more than UAH 141 million of "green" tariff payments.
Several exposures related to the defense sector. These involve embezzlement of military assets during wartime, the theft of UAH 32 million from the Ukroboronprom state defense concern, and demanding a USD 1 million bribe to finalize a contract for FPV drone procurement
New notices of suspicion were served in the high-profile proceeding regarding large-scale corruption in the Supreme Court.
106 persons were brought to trial
Among them are four members of parliament of Ukraine.
In particular, the case against the head of a parliamentary faction in the Verkhovna Rada, who was exposed in January attempting to bribe members of parliament, was referred to court.
A former member of parliament, and later the minister of agrarian policy, also appeared before the court. He is accused of misappropriating 2.5 thousand hectares of state land and attempting to misappropriate another 3.2 thousand hectares.
A case regarding the embezzlement of UAH 146 million at Ukroboronprom was submitted to court as well.
A former official of the General Prosecutor's Office will be tried for complicity in the abuse of office by one of the heads of the State Fiscal Service, which caused UAH 641 million in losses to the state.
Another seven individuals appeared before the court in the case of the embezzlement of over UAH 128 million intended for the restoration of Kharkiv's critical infrastructure.
55 guilty verdicts of the High Anti-Corruption Court against 76 persons came into force
The Appeals Chamber of the HACC upheld the verdict against the former Head of the State Fiscal Service, Roman Nasirov. He was found guilty of involvement in the so-called "Onyshchenko's gas scheme" and sentenced to six years in prison.
A member of parliament and her assistant, who were exposed for receiving a bribe for illegally crossing the state border, were sentenced to two years in prison.
A Kyiv lawyer was sentenced to four years and six months in prison for attempting to bribe NABU and SAPO employees. He offered a USD 200,000 bribe in exchange for transferring his client's case to another pre-trial investigation body.
The HACC approved a plea agreement with the former Head of the Supreme Court, Vsevolod Kniaziev. He was sentenced to five years in prison, with confiscation of property and funds. The accused fully admitted his guilt and agreed to provide incriminating testimony against his accomplices.
One person was extradited to Ukraine from abroad
In April, the organizer of a scheme that caused millions in losses to a state enterprise in the agro-industrial sector was extradited from Germany. According to the investigation, in conspiracy with the state enterprise's officials, he purchased grain at a reduced price and received payment for agricultural works, the cost of which was artificially inflated. As a result, the state suffered losses of over UAH 13.4 million.
