Kyiv City Council deputy exposed accepting UAH 1.26 million of undue benefit

On Feb. 9, 2022, the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) exposed a deputy of the Kyiv City Council (chairman of one of the standing commissions of the Kyiv City Council) and five other persons receiving UAH 1.26 million of unlawful benefit for facilitating retail trade in the capital.

The exposed include:

• the deputy of the Kyiv City Council (chairman of one of the standing commissions of the Kyiv City Council);
• a deputy aide;
• the director of a utility company;
• a deputy director of a utility company;
• a deputy director of a utility company;
• a person close to the deputy.

As established, the deputy, in collusion with a group of people, including the leadership of capital's utility companies, organized a scheme of getting undue benefits for ensuring the victory in a tender for placing seasonal mobile kiosks of predetermined companies as well as their further unhampered use. Seven locations in different districts of the capital (Darnytskyi, Dniprovskyi, Shevchenkivskyi, etc.) were in question. The participants in the scheme estimated their "services" at UAH 1.39 million per year, which they later planned to pide among themselves.

The deputy and five other persons were exposed during the transfer of part of the undue benefit in the amount of UAH 1.26 million.

The investigation is ongoing. NABU Detectives are establishing other circumstances of the crime, including the circle of persons who may be involved in it.

According to Article 62 of the Constitution of Ukraine, a person is considered non-guilty in the commission of a crime and cannot be subject to criminal punishment until he or she is found guilty by court.
